Actually, nothing stops them. But we've tested that and found it is very difficult to achieve effectively. Usually the supply units get attacked and often killed before the combat units are able to protect them. Remember that a combat unit without ammo does not fit the stand-off requirement. A supply truck in the same hex as 6 infantry is attacked without protection if all 6 infantry are out of bullets.

This is an old post, but I tried it a few days ago hehehe
I was pretty surprised with the 0-ammo config, it does not seem too realistic.
Option 'surrender' makes some sense, but it is extreme... could it be just for units with lower morale? Supply units are included...
A severe efficiency loss is more realistic. You are having dinner at pizzahut in an allies' city and then you are told by radio you are at war...
If you could avoid the land capture with a highly suppressed or fleeing state...
