State dep sleeping?

I don't unerstand what Deparment do exactly when I ordered to "convert neutrals to ally" or "economical help to ally and so on ". There is no any actions from Dep after these orders at all...everything I forced to do by my own, so whatfore these orders then?

Unfortunately, your observations are correct. The State minister is essentially not implemented, and will not take action for policy directives. Basically all diplo activity must be managed by the player. Don't let that stop you from pursuing diplomacy - with a little patience and planning you can accomplish a great deal through diplo transactions.
