Modding equipment file (Split from Gov change bug)

Not only that if you change your Default.uni or something in your custom folder like unit detail it'll be loaded onto if you load the custom scenario then load to your game. Also, saved game of custom scenario doesn't use the custom unit unless you play the custom scenario and load it. ANNOYING!!!

Using the map editor you can specify a custom equipment file. If you're using default.uni, you're moding the DEFAULT equipment list. rename the .uni after importing and use the mapeditor to specify the equipment file name to use.
