Right to cut to the Chase...

I've completely blocked people leaving my country and yet they can still get out, I have all Social Spending to Recommended and a decent DAR (For a Dictatorship)

I have no Immigration/Emmigration or Free movment of labour Treaties with my Allies but they can still leave ???

How???

I have a feeling those population locks aren't functional. I always use them, but they make no difference.

Yep me too...

I don't think you can stop emmigration completly.
How high is your unemployment.. ?

The Immigration/Emigration controls are only loosely implemented; in general we don't support an 'iron curtain' style border to cut off all movement of people.

I'd love to know what effect restrictions like education and emplyment status has on immigration/emmigration?

Maybe an 'Iron Curtain' Style border control would be a good idea...

But it should make Democracy/Monachy Goverment take a serious DAR blow...

But for Communism/Dictatorships I don't see why you shouldn't beable to allow nobody to leave indeffinatly...

Maybe take a hit on international relation as well if it were allowed?
