Along the lines of the WM being quirky and perverse...
The frequency of WM offers seems to have (among other things) a relationship to being on the threshhold of paying off a bond. Check it out. Just about the time you are flush enough to close out a bond, it is highly likely that you will get at least one, if not more, WM offers which, if accepted, would postpone your repayment for a month or more.
It seems that the WM has learned something from contemporary consumer credit issuers.
Another time when WM offers tend to pop up is when you have enough cash flow to increment social services to get a bump up on immigration and a bump down on inflation. Merits study.

LMAO- I hadn't noticed, I've been playing WM free for quite some time, at least in my main game. As long as they don't start offering debt consolidation loans, or a second mortgage on region B to help pay off bonds....
