I occupied and anexed some land as part of a peace treaty with my enemy and to my surprise I didn't get the right to the territorial water of the newly conquered coastline.
I have a brand new costaline but the territorial water and oil fields still belong to the previous ower. That really doesn´t make sense.
Is there a way to get the right to that territorial water without fighting?.

As for ownership of the waters, it is resolved same as ownership for land and is affected by supply levels. I've had cases where I declared war on an opponent and lost "ownership" of water off my coast because I didn't have a port or pier nearby. All while advancing my land forces with air cover.
