AI Holding Territory

I have noticed that the AI (mine and the computer) is great at taking territory but terrible at holding it. I have only played the game at normal difficulty and perhaps at higher difficulties the AI does this. However, my basic strategy at the beginning of any game is to allocate a small % of my units building to garrisons and cannon artillery. I use these in stacks which I airlift in as my ground units capture territory which is extremely effective at holding ground. Yet the AI opponents never seems to do this. Instead, they capture territory, are driven back or destroyed and are left to try again if they can muster the units. It would further be useful if my own AI knew enough to do this so I did not constantly have to shuttle units in to establish strongpoints at key terrain. Is this a feature at higher difficulty levels or in more recent games (I only have SR2010)?
