oil in the ocean
i have no idea about this and i still dont know this in the case of the north sea how do i build oil fields on the oil hexes in the middle of the ocean anyone????

You can only build in territotial waters that you own. Any "open ocean" hexes are owned by the UN and you cannot build there. Exception: If there are existing oil platforms out in the ocean, you can add to them if there is room, but not build new ones.

The same happens for agriculture in the seawater! What have to do there?

There is no ability to change the map. BG has even said the tools they use to change the map are somwhat broken and that there is no easy way to release a toolkit that would allow players to change the map. Its just not going to happen. And even if they did it would probly be a pretty complex thing that most modders would not be able to understand.
