I know what a "standoff weapon" is but what is a "standoff unit"?

George wrote in 2010:

And in 2009:

"This is also backed up by the 'standoff' unit policy, which is that artillery and such can remain untouched as long as an offensive unit like infantry or a tank are in the hex. It's not perfect, but it works pretty good."

Well I have spent considerable time and effort "protecting" my soft units with "standoff" infantry units in their hex and this is what I get:

In this second example there were six AAs and artillery. Now the "guardian" infantry and two other soft units are all that is left.

This is all the result of Chinese missile-fire.

Here are the notes from our technical document;
Stand-off unit

* True/False - Unit is ‘Stand Off’ for Battle situations
** Unit cannot be directly targeted if any Stand-off=N units are in the hex
*** Unit cannot knowingly enter ZOC of enemy units
*** Applies to Land and Naval units. Does not apply to Air units.
**** Generally Set for Land Unit Types: Artillery, Air Defense, Transport.
**** Generally Set for Naval Unit Types: Carrier, Transport
These notes have not been edited in some time, I'm not entirely sure they match the final implementation.

Unit cannot be directly targeted if any Stand-off=N units are in the hex
My soft units in the second example were targeted and hit by Chinese direct-fire missiles - I saw them explode and there was no indirect-fire missile damage to the remaining three units.

What I am hearing is that placing an infantry unit in with soft AA and artillery will protect these soft units from "direct" tank and machine-gun fire from adjoining hexes, but does not protected from missile fire, indirect artillery fire or from air attack.

So since I am positioning my soft units in the second echelon behind my armor, there seems to be no advantage to placing non-standoff infantry in the hex to protect them.

BTW, the enemy missiles pass right over the my front armor hexes to get to the soft units in the more distant hex behind.

although, if someone breaks through your line you'll be happy for that infantry in the hex.

fortifications are "stand off" buildings.. do they protect civilians?

or is there any policy to make civilians more resistant to artillery fire??
