Regions that are a high percentage in multiple similar spheres will like each other. Regions that are a high percentage in entirely different spheres will dislike each other.

So if a region has +1 anitiisrael it is enemy with a region with -1 antiisrael. If Israel has not value for this parametre there is no hostility between israel and antiisrael regions?

Correct there is no hardcoded effects.. the names are primarily assigned as a reference for what they symbolize in the main Scenarios. If you were reassigning all teh values from scratch they could symbolize anything you want.
