Mr. President, as you directed, we have come up with a plan to rely on a smaller, leaner military force structure. We state key concepts that figured heavily in our decision.

New Posture
Our new posture emphasizes agility to respond to changing circumstances. Intelligence is never perfect, so we need to be able to hedge against errors regarding emerging threats. We need to plan, but we must plan to be surprised. Because we no longer have forward deployed forces, our key goal must be to make our forces rapidly deployable to the relevant areas as events require. We must be able to project power in a rapid manner from bases in the US.

Focus on Capabilities, Not Numbers
Military capabilities have increased stunningly over the past decade as a result of technology and innovations in tactics. A single fighter/bomber sortie now hits multiple targets, whereas in the past, multiple sorties were required to hit a single target. Small teams of Special Forces and Marines, supported by flexible close air support are able to accomplish missions that in the past would have required divisions. Old military thinking about numbers has been overtaken thoroughly by technology. Longstanding notions about ratios of offensive versus defensive forces and about how much can be accomplished by a certain number of troops or platforms have had to be revised wholesale.

Mobility Forces
Mobility forces comprise the airlift and sealift forces that transport military personnel and materiel throughout the world. Airlift provides a flexible, responsive means of rapidly deploying and sustaining forces in distant regions, while sealift allows the deployment of large numbers of heavy forces as well as fuel and supplies. Aerial-refueling forces contribute to mobility by permitting the nonstop deployment of tactical air and bomber forces and by extending the range of airlift aircraft when en route bases are not available. In operations ranging from humanitarian relief to armed combat, mobility forces enable the United States to deploy forces quickly and sustain them until their mission is complete. In the current era, the drawdown of U.S. troop strength overseas and the increasing number of unstable situations abroad combine to place a high value on mobility forces.

With those key concepts in mind and based on budgetary restraints and the need to field a more focused military, the following revised military force numbers are submitted;

These forces will be what we rely on to meet any and all challenges. In the event operational capability falls below these numbers, such as wartime losses, additional units will be sourced to bring us back to these levels. Supplemental to the above listed forces and in line with our new philosophy we will be ramping up missile capability greatly. We anticipate a total of 600 Missile Fabrication facilities once the ramp up is complete.

Israel is making progress. Since Jan 7th, when they took over Lebanon, they have been steadily pushing into Syria. Over the last few months Iraq, Saudi Arabia, Bahrain, Egypt and Yemen have declared war on them. So far none of these countries have clashed with Israeli forces.

Russia seems stymied by a sturdy Finnish resistance, despite being within striking distance of Helsinki since May 10th they still have not assaulted it. There were whispers of the “Winter War” behind closed doors.

The Russian western front was more or less static. It seemed neither side had the advantage over the other.

Brazil was making some headway into Argentina, but appeared stalled by the natural barrier of a river.

Cuba was still contained, with a naval blockade. Nothing new to report.

9th – The FB-22 Delta Raptor research completes. This airframe will be our air to ground force for many years. It will replace all other bombers, with the exception of the Strategic Bombers.
Advanced Construction added. Our facilities will build 8% faster and output of Industrial Goods will increase 5% once completed.

Digital Roads research has completed – Our Infrastructure Rating (ability to adequately support factories with spare parts, fuel, shipping, etc) increased 5%. With our desire to move off of Petroleum as a power source we are looking to new technologies for power. Nuclear Power is the current preferred method however we want more efficient power. Advanced Superconductors is added, once complete, we can research Fusion Power.

Multi Purpose AT Munitions also completes. Our Ground Attack Values increase by 3%. This fits in nicely with the desire to field a smaller, more lethal military. To that end we add V-Lap Artillery to be researched. This will give our Ballistic Artillery a 20% range boost.

President Johnson – As you all know the details of the Han sub incident have made it to the media, we have tried to down play it until we could get all the details for ourselves and for the UN. As can be expected, talking heads are being asked what they think.

Holly, have we been able to get a clear picture of what they are seeking? Is this a show of force or are they serious and willing to go all the way?

Secretary of State Holly Burton – Sir, it is unclear what is going on. There seems to be conflicting signals being sent. What we do know is a high level contact will be speaking with the media this morning it is unknown what he will say. Unfortunately, we are awaiting the media feed along with everyone else. Sir, there is one other thing. We were approached by a “representative of the Russian Federation” who refused to give his name, however we did verify with Moscow he is legitimate. Russia will not block any vote for sanctions. As of yet we cannot identify this man.

President Johnson - That is very interesting. I thought Russia and China were best of friends now. What is the benefit to Moscow in this, anyone?

ADM Sharpe – Sir, it is possible the Chinese will actually open hostilities, even if on a limited scale. My gut tells me the Russians may secretly wish this for a variety of reasons. Number one being it would show the capabilities of the PLAN, or perhaps more importantly, its incapability. Despite the recent thawing of relations they still share a huge border and this is not out of character for the Russians.

President Johnson – Holly, continue please.

Holly Burton - Our in house analysis came to the conclusion the Chinese are having an internal power struggle. Publically, Ping’s designated successor, Jiang Zhao Ming, is running the show. But we believe the old hardliner Premier Lee Peng has the backing of much of the Quanguo Renmin Daibiao Dahui (National People’s Congress), as well as the military. At this time it is anyone’s guess what China will do.

President Jonson – Thank you Holly. Do we know how the UN will vote? I would hope the fact the Chinese have been the aggressor at every turn including attacking the Cheyenne would help them lean toward sanctions against the PRC.

Holly Burton – Sir, we believe they will vote for them, but as always, it’s a crap shoot. The UN is in fact holding a vote as we are speaking which means we should know either way soon.

In my current HOI 3 FTM game, Germany just nuked Russia. I am fighting up through Persia and this means more German divisions to face me as Russia is almost ready to surrender. :(

Holly – Sir, one more thing, former Chief of Naval Operations ADM Jeb Thomas contacted us about an interview he was asked to do with the media. As usual he is seeking guidance on what he should or should not say.

President Johnson – Clark do you know ADM Thomas? Unfortunately he served before my time.

ADM Sharpe – Yes sir, a good man and sorely missed within the Navy. He is old hat. There really are no guidelines you need to give him. He will tell it like it is and not engage in political debate or bias. It is doubtful he will have any current information that we do not, so there is nothing he could “give away”.

President Johnson – Great. Holly, tell him to answer as he sees fit.

President Johnson - ADM Sharpe, in light of these continued attacks against us and the internal strife in China I suggest we go ahead with plans to show the Chinese we are not going to back away from this issue. As their repeated attacks against the Independence Strike Group have shown, these are no mere misunderstandings between 2 navies in close proximity. So far it has been the Chinese subs that have been harassing us, I suggest we take action to limit or handicap their ability to operate so far from home port.

ADM Sharpe – Yes sir, we have a plan of action to do just the thing.

ADM Sharpe – Sir, just before you took office the USS COLUMBUS (SSN 762), a LA class 688(I) sub was lost. At the time we had no idea what happened to her.

I will tell you another thing, that Russian communication, them not blocking the UN vote. It makes perfect sense now, I believe they know the Chinese are using the Alpha they sold them and are waiting to see how it fares against us. It is more or less an operational test in war like conditions and poses no threat to the Russians.

President Johnson – ok, what about Taiwan, with Chinese forces breathing down their necks have they softened their stance any, about us basing there?

Holly – No sir, in fact the feeling I got was they thought allowing us to base there would antagonize the Chinese even further since we have been shooting at each other already.

President Johnson – Well, we will just have to play that by ear. If the PLAN move on Taiwan, I am sure they will welcome us with open arms. Clark, what is the composition of the PLAN fleet moving towards the Independence Strike Group?

ADM. Sharpe – Sir it is the same fleet they sent out in the initial stages of this operation, built around the CV-1 carrier. My guess would be this time the Alpha sub or subs are ranging ahead of it. It is possible they will try to get our attention with the surface force and attack with the subs when they think we are preoccupied.

Per the BCARC letter dated 22 July, 2020 we have closed the 73 military facilities identified. Existing units were ordered to remaining bases throughout the United States. (we will be scrapping or selling units that do not fit into the new force structure)

Our naval blockade of Cuba remains in force. SSNs are stationed off all 5 Cuban ports.

Working with the revised miltary numbers, we have created Rapid Response Forces, (RRF) to be based under the Eastern, Western and Southern Commands. Each RRF will be assigned to a particular base and are independent of Homeland Forces and Commands, which are not shown.

2. These numbers are based on the DoD report dated July 4th, 2020. (Posted earlier in thread) There are excess units not included in each RRF, these are kept at various home bases and will be used to replace units if lost. As stated in an earlier post, we will only have 410 ground units. Some of the numbers did not divide evenly by 3, this is why there are extra units as replacements. Rest assured, the numbers I posted in the July 4th, 2020 report will be adhered to.





We have many “hub” facilities located where there used to be military bases, Petro Power Plants, etc. These need to be scrapped.

We now get rid of them, as they are no longer useful. This should save an additional amount of money as well as 500 Military Staff per hub.

Click on one then scroll down to see which hubs no longer have facilities. I have found the easiest way for me is to scroll it and look for any hub without a number in parenthesis, as in the second picture below.)

Situation Room

President Johnson – Holly, what is the news from S. Korea, are they able to handle the North?

Holly Burton – Sir, As expected the Democratic People’s Republic of Korea’s reliance on 70’s and 80’s era technology means they have been no match for the Republic of Korea’s forces in stand up engagements. The ROK forces are better equipped and better trained by far. They have pushed along the eastern coast all the way to the Chinese border with only a few towns continuing to hold out. Tanch’on-up and Kimch’aek have yet to fall, but both are isolated from the rest of the DPRK and should not last long. The missile/space test facility at Tonghae has yet to fall, but again, it is only a matter of time.

The military barracks at Ch’ongjin and the naval base/production facilities/airbase at Rason are still holding out.

Pyongyang and north and NW are still fighting fiercely. As the North is pushed into a smaller and smaller area their forces become denser. The ROK units are hard pressed in this area and for now a stalemate exists.

Sir, the ROK forces have reached the Chinese border and are pushing along it. They are not crossing it, but if you recall, MacArthur did not even get this close when Chinese forces came pouring across the border in Nov of 1950. With China’s antagonizing moves in the pacific and outward aggression towards the US Navy, they may believe their best bet is to intervene in the current Korean War.

President Johnson speaking on phone – I see, when did this happen, yes, I understand, thank you. I have just been informed China has declared war on S. Korea. They are our only ally in the region and we have some difficult decisions to make. So far President Jang Sang-soo has not asked for our assistance. Clark, get the ball rolling on sending some help that way. Initially, limit it to aircraft. I do not want to send convoys across the Pacific just yet with those Alphas unaccounted for. I do want to have something ready if they request it.

Holly – Sir, the South Koreans have encroached into Chinese proper. They have pushed up to the outskirts of Fusong.

President Johnson – Clark, there is no longer any doubt about Chinese intentions, it appears they are indeed prepared for full scale warfare. As of this moment I want the Spratley Island chain declared off limits to all Chinese vessels. Any Chinese vessel entering the area will be sunk, no questions asked. President Johnson – Clark, despite what the media are reporting I do not think this will be over anytime soon. If it had stayed a Pacific Clash only, that may have been possible. Now that China has declared war on S. Korea we are going to stand by our ally. I know that many predecessors only did what was politically expedient, but if I look a man or woman in the eye, shake hands and offer assurances you can count on it. In this day and age of political backstabbing, grandstanding and sound bites, I realize I am something of a dinosaur, but by god, my word is my bond.

President Johnson – Well what is it? You all look like you were just scolded for sneaking a cookie?

Holly Burton , Sec of State – Sir, we understand who you are, but is the average Joe six pack going to want to send his son or daughter to war with China over S. Korea? We fought that war once already and no one even remembers it.

President Johnson – Holly, I respect that you had enough courage to say that. I do not want and have never wanted “yes men/woman” in my administration. President Johnson- We are not a perfect society, being made up of humans, with our fallibilities and pettiness, but by and large we, the United States of America, have always tried to do good. I remind you what a former president once said;

Nor is our history filled with tales of aggressive adventures and imperialism, which might come as a shock to some of the placard painters in our modern demonstrations. … never again will young Americans be asked to fight and possibly die for a cause unless that cause is so meaningful that we, as a nation, pledge our full resources to achieve victory…

…we subscribed to the words of John Stuart Mill when he said that “war is an ugly thing, but not the ugliest of things.”

President Johnson – I also remember the answer a former secretary of state gave to a question asked while he was addressing the World Economic Forum in Davos, Switzerland on January 26, 2003.

“The secretary of state was asked by former Archbishop of Canterbury, George Carey, if he felt the U.S and its allies had given due consideration to the use of "soft power" -- promulgating moral and democratic values as a means of achieving progress towards international peace and stability, basically -- versus the "hard power" of military force.”

The answer was as elegant as could be and has always stuck with me, Sec of State replied, in part;

“There is nothing in American experience or in American political life or in our culture that suggests we want to use hard power. But what we have found over the decades is that unless you do have hard power -- and here I think you're referring to military power -- then sometimes you are faced with situations that you can't deal with.

I mean, it was not soft power that freed Europe. It was hard power.

And what followed immediately after hard power? Did the United States ask for dominion over a single nation in Europe? No.

Soft power came in the Marshall Plan. Soft power came with American GIs who put their weapons down once the war was over and helped all those nations rebuild. We did the same thing in Japan.

So our record of living our values and letting our values be an inspiration to others I think is clear. And I don't think I have anything to be ashamed of or apologize for with respect to what America has done for the world.

We have gone forth from our shores repeatedly over the last hundred years and we've done this as recently as the last year… and put wonderful young men and women at risk, many of whom have lost their lives, and we have asked for nothing except enough ground to bury them in, and otherwise we have returned home to seek our own, you know, to seek our own lives in peace, to live our own lives in peace. But there comes a time when soft power or talking with evil will not work where, unfortunately, hard power is the only thing that works.”

President Johnson – Eighty years ago, we sent our young men to fight for and help defend China. Since the end of WW2 China has been a thorn in our side. They have done everything they can to antagonize us. In 1950 they waged war on citizens of the United States, currently they are doing it again. The fact that it is not full scale war is irrelevant. China believes it can prick us here and there and we will always bend over backwards to prevent escalation. If the last seventy years has taught us anything, it is that you cannot allow a bully to continue. There are some people in this world that cannot be spoken to, reasoned with or engaged in discourse.

It has become clear to me, this Lee Peng is such an individual, he wants power, regardless of the cost. Not only has he given orders for US citizens to be killed he has even been killing his own people to get and hold onto it. A dangerous and unstable person.
