Good for supplying fuel/ammo to other small ships. Can be used to transport small leg units. Unless you're playing a very small/weak nation, you can likely build better, but if you decide to start in Sri Lanka or Madagascar, this might be a large part of your early navy.

Logan, more info: For in game purposes they may be considered the "non-automated" Merchant Marine for various countries.

Governments will use civilian shipping when needed, even absorbing vessels from civilian companies. Consider, as Mr Latour posted above, you are a country without naval production facilities, but you wish to have the ability to transport some units over water. The world market for amphibious transport is lucrative and expensive, however, purchasing an old civilian freighter/cargo hauler is much cheaper and suits your purposes better. A good example would be The Philippines, a country consisting of over 7000 islands. If I wanted the ability to move leg inf, (its jungle terrain), around the islands, I think a civilian vessel would be great.
From a in game role play perspective, the civilian vessel could move around unnoticed as it would blend in with other shipping. Useful if I am moving on a terrorist/criminal/outlawed political group and do not want to tip my hand.
