Pearl of the East - A Philippine AAR

Hello again guys! Some of you know me from the Philippine AAR in SR2020. Unfortunately, my SR2020 was erased when I had my computer formatted as well as all the other files I had connected to that AAR. So when I got my computer back, I thought of trying out SRCW and so far it looks good. I will slow down the pace a bit compared to my previous AAR. Now, I will retry the Philippines in the mid-20th century.

CONTEXT:

World War II, the worst war ever to ravage the Pearl of the Orient. Only a few hours after Pearl Harbor was bombed by the Japanese forces, wave upon wave of Japanese fighter planes dropped their ordnance on key Philippine cities and American bases such as Vigan, Dagupan, Angeles, Clark Air Base, Manila, Legazpi. Only a few weeks later, the Empire of Japan controlled most of the Philippine islands from Luzon in the north to Mindanao in the south. The 2nd Republic, a puppet-government of Japan, was set-up headed by Jose P. Laurel. Three years under Japanese rule would follow, then finally on September 2, 1945, Japanese forces in the Philippines surrendered to the advancing American-Filipino forces. The physical destruction was immense especially in Manila where it is believed to be the 2nd most devastated city of the war behind Warsaw, Poland. Soon after, due to the Tydings-McDuffie Act signed a decade before, the Philippines was granted independence from the United States on July 4, 1946, ending nearly 400 years under colonial rule. The first president of the post-war Philippines was Manuel Roxas elected in 1946. He defeated Sergio Osmena who refused to campaign saying that Filipinos already knew his reputation. He was successful in getting rehabilitation funds from the USA but was forced to concede a large amount of naval and air bases in the country. With this and cases of graft, corruption and abuse by the military police, widespread dissatisfaction with the administration occurred and the Hukbalahap, a group that was anti-Japanese during the war that turned Communist during these years, started fighting against the government. Later in 1948, Roxas died of a heart attack during a speech in Clark Air Base.

SUPREME RULER COLD WAR

Right after the unexpected death of Manuel Roxas, Elpidio Quirino would take the reins of the 3rd Republic of the Philippines. He would win in the 1949 elections and change the term from a 5-year term to a 6-year term. Currently, the administration has taken great strides in postwar reconstruction, economic progress and stability and the Philippines has become one of the largest economies in Asia partly due to the American economic aid received by the country. However, the Quirino administration still faces many internal threats, in the form of the Hukbalahap-Communist movement and the Muslim insurgents in the South, and many external threats as well which include the constant bullying from Communist nations like the USSR, China and North Korea and the threat of a region-wide war around the corner.

1949: Rebuilding

PROLOGUE:

The Republic of the Philippines, severely devastated by the effects of the Asia-Pacific War, is in the process of rebuilding its national economy, infrastructure, transportation and military. It is also undergoing socio-cultural and political reforms across the many branches of the government and is slowly removing its dependency on the United States. Only three years back did this island country manage to obtain sovereignty from the Americans through the Treaty of Manila, signed on July 4, 1946. However, genuine freedom could not be obtained due to the signing of the Bell Trade Act, putting American citizens and their interests at the same level of freedom as Philippine interests. The Quirino administration (which I will be playing as for now) has managed to put in economic and social reforms that are now placing the country on the right track to continued economic growth. As a new decade arrives, new problems arise. Can the Philippines achieve genuine freedom, a strong economy and military and finally, shake off the colonial mentality in the years to come?

For the first few years of his administration, President Elpidio Quirino promised to focus on political, economic and social reforms to bring the Philippines back from the devastation caused by the Asia-Pacific War. He signs a $1 billion (P2 billion) investment to the reconstruction of infrastructure, transportation, research areas, production facilities and the military.

The President has acknowledged the declaration of war by France against its former colony, communist North Vietnam. This is in line with the civil war ongoing in the region. The President said that the government is following the events closely but denied neither condemning nor supporting this "rash" action by the former European colonial power.

In one month, South Vietnamese and French forces manage to capture the capital of North Vietnam, Thai Nguyen. The North Vietnamese government relocates to the city of Cam Pha while French forces enter the city of Thai Nguyen. Continued French offensives have captured most of the northern cities of North Vietnam and the capital city of Cam Pha has now been completely surrounded by French-South Vietnamese forces.

1950: Winds of Change

The new year and the new decade was warmly welcomed across the Philippines. In a speech given by President Elpidio Quirino at the Rizal Memorial Park in Manila, he announced to the whole Filipino community that now is the time for big change. This is his exact speech (fictional),

"Five years ago, we were still counting the number of years we were under colonial rule. 1565 to 1946, exactly 381 years, is such a long period of time to be called "slaves" to another race, another culture, another country. However, now is the time to start counting the years that we are free, that is 4 years and counting. No more are we called "colony of...", no more are we losing something for someone who we do not even know, no more do we see the colors of another country flying here in Rizal Memorial Park or on top of the Manila City Hall. Now, it is our flag that flies gracefully in the air that now truly belongs to us. Challenges lay ahead as the world rebuilds from the ashes of a terrible war. We join them in this reconstruction but no longer will we be left behind. It is now our time to lay our fingerprints on history. We are in a great spot and backed by many supporters. As we welcome the new year, let us also welcome the winds of change that will now shape our nation into something we should be proud of. Thank you and Happy 1950!"

January 13

President of the Republic of France, Charles de Gaulle, has officially handed French possessions in North Vietnam to his counterpart in South Vietnam. According to him, in full interest of a unified Vietnam, he has opted to give the rest of Vietnam to their rightful Vietnamese owners. This was met with great optimism in the South, but North Vietnamese guerillas under Ho Chi Minh, continue to disrupt the security and order in the northern part of Vietnam.

West Germany and Belgium sign a formal alliance

In a surprise attack, Ho Chi Minh and North Vietnamese guerrillas known as the Viet Cong along with the regular North Vietnamese army, retake Thai Nguyen and relieve the siege of Cam Pha, pushing the South Vietnamese-French-Lao forces further southward. The United States and the United Kingdom have inserted military personnel into a proxy war with the North Vietnamese forces. The Philippine government is monitoring the situation closely as it progresses and according to Presidential Spokesperson Aldrin Roberto, the president is actively considering sending military personnel under the UN to protect and/or evacuate civilian populations in the area.

North Vietnam and China sign a formal alliance

After the recent signing of an alliance between the two communist countries of North Vietnam, controlled by Ho Chi Minh, and China, controlled by Mao Zedong, the president immediately went into a closed door meeting with the generals of the Armed Forces of the Philippines. No word yet on why but political experts and military strategists say that most likely it was due to the recent creation of a North Vietnam-China alliance and how the government will deal with it along with its allies in the region. A statement will be announced soon, according to Presidential Spokesperson Aldrin Roberto.

Italian and Dutch forces have also sent their forces into North Vietnam along with the American and British forces. However, due to the new alliance between China and North Vietnam, Chinese soldiers have started pouring in from the north.

Philippine researchers and educational specialists have finalized plans for a nationwide literacy program paid by the national government. This is in line with the "Learn Now, Pay Later" campaign of President Quirino as well as giving education to the poor in the country for little to no fees. The program is set to be fully implemented by school year 1950-1951.

UN forces have prepositioned themselves in the northern Lao jungles to cover the western flank of the North Vietnam offensive. This is also meant to stop any Chinese offensive coming from the northwest and to protect the French colony of Laos from communist attack.

UN forces have started to make an offensive from Laos, pouring troops through the North Vietnam-Laos border. US-UK-French forces have also started to make a small offensive into North Vietnam from the south, in the hopes of encircling Thai Nguyen, the North Vietnamese capital.


May 11

The Armed Forces of the Philippines takes delivery of a dozen Sexton SP 87.6mm artillery trucks, different motorized Infantry battalions, Mountain Infantry battalions and a ML-20 152mm/L29 M1937 Howitzer from Australia and Canada for a price of $60 million. The AFP announced that this was in line with their modernization program to arm the nation against communist threat. However, according to AFP Chief of Staff Renato Lorenzo, this is not in any way to provoke war against neighboring communist nations. When asked about the move the government would make against North Vietnam, he said that their orders were to be remain on standby, for now.

UN forces are still positioned near the Lao-North Vietnamese border, however, Chinese and Russian forces have started pouring into North Vietnam from the north and the coast and have relieved the siege of Thai Nguyen and Cam Pha. UN forces continue to pour in from the South Vietnamese ports in the hopes of pushing the offensive back.


June 6

Joint Chinese-North Vietnamese forces have pushed back the UN forces towards Hai Phong and South Vietnam. The sieges of the Thai Nguyen and Cam Pha have been relieved.

North Korea declares war against South Korea

The Democratic People's Republic of Korea, or North Korea, has officially declared war against the Republic of Korea, or South Korea. This surprise declaration was met with international condemnation but was fully supported by the USSR and China. Later today, the Philippines received an official telegram from South Korean president, Syngman Rhee, calling President Quirino to assist South Korea in their war against North Korea. No word yet on the President's decision on this matter but in a survey released by Social Weather Philippines a week ago, 1 in 2 Filipinos support a declaration of war against any communist nation but 4 in 5 Filipinos fully support a declaration of war against an aggressor communist nation attacking a Philippine ally.

THE PHILIPPINES DECLARES WAR AGAINST NORTH KOREA

The President, in a press briefing today, has confirmed that the Philippines has declared war against North Korea. This is in line with the recent declaration of war by the communist country, against ally South Korea. Here is the full transcript:

"Good morning to all my Filipino countrymen. Yesterday, the so-called "Democratic" People's Republic of Korea declared war against our ally, the Republic of Korea. A few hours later, South Korean president, Syngman Rhee, sent a telegram asking for our support against this communist aggressor. We are now returning an answer.

'26th of June, Year of our Lord 1950. Due to the recent aggression of a nation against our ally, the Republic of Korea, the 3rd Republic of the Philippines officially declares a state of war against the Democratic People's Republic of Korea. Signed, President Elpidio Rivera Quirino, 6th President of the Republic of the Philippines. Approved by the 2nd Congress of the Philippines, representatives of the Filipino people.'

With this, the Armed Forces of the Philippines is at a state of full alert and plans are currently being made for this. Due to the nature of this situation I will not answer any further questions. My Cabinet and Chiefs of Staff in the AFP will be having a closed door meeting, please stay tuned for further announcements. Once again, no further questions."


After this statement by the President, Presidential Spokesperson Aldrin Roberto had this to add:

"Good day to all. In light of this the President and the Armed Forces of the Philippines would like to request the co-operation of our beloved Filipinos. We know that war is the last thing in our minds but to help a friend is a much more noble purpose. If we all go through this together, we will come out as one. Good day once again and please, pray for peace on Earth. Thank you."

Joint American-Korean forces have managed to push the initial North Korean offensive back into North Korea and are now retaliating in full force. Pyongyang, the capital of North Korea, has been captured by the American and South Korean forces but the government under Kim Il-Sung have relocated to Ch'ongjin in northeastern North Korea. So far, no word yet on the promised plans of the government but heightened activity in most bases around the country has set the tone that we are gearing up for a major offensive, it is only a matter of time.


July 10, 1950

Filipino forces have started embarking on merchant vessels that were put under the Philippine Navy Admiral's command. The exact destination is so far undisclosed but the general direction the merchant ships are heading is towards Korea. The Presidential Spokesperson has promised an announcement in the coming days.

Major General Mariano Castaneda: "Yes sir. The United Nations Secretary-General Trygve Lie and the UNSC President Arne Sunde have also approved of the offensive as well as other nations that are part of the coalition."

Pres. Quirino: "Great! May I see it?"

Gen. Castaneda: "Of course sir. Here you go."

Pres. Quirino: "So our forces will be used to penetrate the northern areas of North Korea?"

Gen. Castaneda: "Yes sir."

Pres. Quirino: "Single-handedly?"

Gen. Castaneda: "Not all the time sir, the UN coalition has already reached many of these areas. (Sorry for the outdated maps) We will be the support force most of the time, providing the UN forces cover from the flanks as well as removing pockets of resistance behind the main UN offensives. This is to make sure that the zero casualty priority you have laid out will be followed."

Pres. Quirino: "Okay good."

Gen. Castaneda: "However sir, the UN did request that we clear out one town, Huich'on before UN forces push further north."

Pres. Quirino: "Why is that? We might receive casualties from this offensive."

Gen. Castaneda: "Well, UN forces that were supposed to clear out the town are currently being held up by heavy resistance near the North Korean base of Tok-ch'on. Unless they capture that base soon, we will need to capture the town of Huich'on to protect the flanks of the western and eastern offensives. Hopefully, the central offensive will be able to break through and provide support for our men as we enter Huich'on."

Pres. Quirino: "How long is this offensive going to take and how many soldiers are we sending in?"

Gen. Castaneda: "If everything goes as planned, this offensive will end by September of this year and we will be holding the line for the rest of the year until Ch'ongjin falls. We'll be sending a total of 3,000 soldiers to Korea."

Pres. Quirino: "Okay, Mariano. I'm counting on you and the other generals, don't fail me."

Gen. Castaneda: "We won't sir. You can count on that."

Pres. Quirino: "Alright."

The President and all senior members and staff of the Armed Forces of the Philippines, the Department of National Defense, the Department of Foreign Affairs and other important members of the Cabinet have just concluded their closed door meeting. Now, to address his nation, please welcome President Elpidio Quirino, 6th President of the Republic of the Philippines."

President Elpidio Quirino: "Good afternoon to my fellow countrymen and our friends now watching us from around the globe. My Cabinet and senior officials have finished our closed door meetings. We have finalized our plans on helping our ally, the Republic of Korea against the recent attacks by the Democratic Republic of Korea. We are well aware that the United States-South Korean forces have managed to capture Pyongyang and are now on a full offensive towards Ch'ongjin, the new capital of North Korea, near the Russian-North Korean border. We will be aiding in this offensive but in the interest of the safety of those who will be embarking on this offensive, I cannot disclose more than what I have already said. Together let us all pray for the safety of the men and women now joining thousands of others in the fight to rid the world of tyranny and dictatorship. Thank you. I will now be accepting any questions but I cannot assure you that I will be able to answer them."

DZRH News Correspondent: "Good day Mr. President. I would just like to know the following. How many of our soldiers are heading into Korea? What role/s are they going to play in the war? By when is it expected that they should return home?"

Pres. Quirino: "The first question, I can only give semi-accurate answers. Around 2,500-3,000 soldiers will be sent to Korea. They will primarily be the medical and reconnaisance teams under the United Nations, but when the need arises they may need to also be assault teams especially into the cities. War is something that cannot be easily calculated so we really do not know when they will be able to return but there will be a rotation of one year per soldier. Meaning, each soldier will serve in Korea for one year before returning home where he will be replaced by another one of our soldiers and the cycle will continue until the war ends or (hopefully not) escalate. If it escalates, we may need to ask for more servitude time and more soldiers will be sent into Korea but for now, let us hope that the war will finally end in a few years' time."

DZRH: "Oh okay, thank you Mr. President."

Pres. Quirino: "My pleasure."

DZRB News Correspondent: "Good afternoon sir. How much do you think this war will cost especially to our economy and how will it affect the Filipinos here at home?"

Pres. Quirino: "Well, the secretary for finance expects the war to cost $1.49 billion annually. The taxes the Filipinos pay here at home will not increase, I repeat, will NOT increase during the war and this my administration is very sure off. We are in a position to expend a little for the war effort and the Congress knows about this that is why they approved of the declaration of war. The Filipinos here at home will not hopefully be affected but I cannot say the same for those who have family members serving the Armed Forces now heading in Korea. I have explicitly told my generals that zero casualties will be our priority and I have told the United Nations general in command of our forces about this. Any of our soldiers that will be injured in the battle will be sent home and will be given full medical assistance and will no longer participate in the war unless the war escalates, to which we keep our fingers crossed, will not happen."

DZRB: "Another follow-up sir, how much is the government willing to pay for the medical assistance?"

Pres. Quirino: "Full payment. If the soldier needs $50,000 for the medical bills, we will give him $50,000. If he needs $20,000, we will give him $20,000."

DZRB: "Okay, thank you Mr. President."

Pres. Quirino: "Pleasure. Anymore questions?"

DZBB News Correspondent: "One last sir. We have heard of reports from some civilians that the Armed Forces are embarking on merchant vessels to Korea, why is that sir?"

Pres. Quirino: "In the interest of the safety of our forces, I cannot divulge any information regarding this, I am sorry but I hope you understand."

DZBB: "Okay then. What kind of forces will be heading into Korea?"

Pres. Quirino: "Sorry, 'forces'?"

DZBB: "Example, artillery, aircraft?"

Pres. Quirino: "Oh, well we will definitely be sending in our mountain infantry since they are skilled in mountain and jungle warfare and also to some extent in urban warfare. I will be sending in engineers because the United Nations requested for them and I will be sending in a few artillery pieces but aside from those we will be a very minor group among the coalition of nations against North Korea."

DZBB: "Oh okay thank you sir and good luck."

Pres. Quirino: "Thank you. Anymore? None? Okay. Thank you for listening and good day."

China and North Korea sign a formal alliance

Image

Presidential Spokesperson Aldrin Roberto, in a press statement today, confirms the reports of a formal alliance between China and North Korea. He announced that the President is well aware of the situation and has talked to generals in-charge of the North Korean Offensive. It is believed that with China already attacking in Vietnam, that only a handful of Chinese reinforcements will arrive across the Yalu River near the Chinese-North Korean border. However, the United Nations has ordered all of its forces in Korea to not cross under any circumstance the Yalu River in the hopes of preventing a reason for China to enter the war.

Chinese-North Vietnamese forces have managed to push back the North Atlantic Treaty Organization's coalition in Vietnam. Pockets of British and American troops are left stranded in what used to be Lao territory, now North Vietnamese territory. NATO reinforcements are being stopped by Chinese forces around Vinh and Russian forces are also pouring in from the north and east from the sea. Now, only Italian and French forces are left in northern Laos as Chinese-Russian forces divide the French colony in two.

UN coalition forces have managed to make significant headway into North Korea. Pyongyang, the capital of North Korea has been captured but Kim Il-Sung has moved his government north to Ch'ongjin. UN forces have cornered North Korean forces around four areas, the Sinuiju-Kusong Pocket, Kanggye, the Hyesan military base and the Ch'ongjin-Rason Pocket.

The Democratic People's Republic of Korea has finally surrendered to the UN coalition

President Elpidio Quirino, in a press statement today, has confirmed the news that North Korea's leader Kim Il-Sung has surrendered to Syngman Rhee and the Commander-in-Chief of the UN Command, General Douglas MacArthur. The peace treaty will be signed on the 1st of September, 1950. The President also extended his hand of congratulations to all Filipino soldiers that have fought bravely to protect a dear friend and defend their country from the effects of tyranny and communism. More will be stated in his upcoming State of the Nation Address on the 13th of September, 1950.

Chinese forces spotted moving Mark I Boy Scout vehicles to the Chinese-South Korean boundary, possibly, to prepare for an assault after their ally, North Korea, fell yesterday to the UN forces. However, in an immediate press briefing by Chinese foreign minister, Zhou Enlai, stated that this was purely for defensive purposes citing the current proxy war China is in with the West in the Vietnamese Civil War, stating as well that, "你不能太小心." (Nǐ bùnéng tài xiǎoxīn; You cannot be too careful.) President Elpidio Quirino said that although Chinese forces have been scouting the border, there are no hints of any major mobilization in the north-eastern areas of Red China hinting that the Filipino forces still stationed in Sinuiju will be heading home right after the signing of the peace treaty between Kim Il-Sung and Syngman Rhee.

In a press statement today, Presidential Spokesperson Aldrin Roberto announced that the peace treaty will be held in Pyongyang in 5 days or on September 1, 1950. This will be strictly a closed-door meeting between the different heads of state including President Quirino who will be flying to Seoul tomorrow then onward to Pyongyang on the 31st. The stop-over in Seoul is purely diplomatic and will give time for the UN coalition to discuss the reparations on the North Koreans.

North Korean leader, Kim Il-Sung, arrives in Pyongyang from Ch'ongjin today to discuss the war reparations against the nation of North Korea. Allied leaders, President Harry S. Truman of the United States, President Syngman Rhee of South Korea, Prime Minister Shigeru Yoshida of Japan, Prime Minister Clement Atlee of the United Kingdom and President Elpidio Quirino of the Philippines also arrived earlier today as the representatives of the UN coalition that fought in Korea. According to some government sources, the Pyongyang Conference would be held for four days until both parties agree on the articles of the peace treaty. Key political and war analysts suggest that North Korea, like Germany in the Second World War will sign to an unconditional surrender and full annexation to South Korea, finally uniting the two nations.

NATO forces have managed to recapture lost ground in central Laos, east of the capital Louang Phrabang. A stalemate was also reached in central Vietnam as Chinese and NATO forces continue to bombard each other's positions from the coast all the way into the jungles of Vietnam and Laos. China and NATO continue to bring in supplies and military forces into this area. On the other hand, Chinese forces managed to push back NATO forces in northern Laos but renewed offensives by the British and French have stopped the advance.

"Senate President Mariano Jesus L. Cuenco, House of Representatives Speaker Eugenio Perez, Vice President Fernando López, United States President Harry S. Truman, former President Sergio Osmeña, respectable members of the 2nd Philippine Congress, reputable magistrates of the Supreme Court, distinguished members of the diplomatic corps, leaders of the local government units, members of the Cabinet, uniformed members of the military and police, and to the Filipino people, good afternoon. It has been five years since the war that devastated our nation, ended. It has been four years since we finally received our long-sought and hard-fought independence. It has been a year since I stepped unto this same platform, addressing you with only the truth in mind, no matter how painful or satisfactory it may sound and it has been in that amount of time have I tried to serve, to the best of my ability, the Filipino people. Once again, I would like to thank you for the trust you have given me in carrying our nation forward. I know, deep down in my heart that I have done what I deemed right for the future of our nation and its people. Before I went into this office, I promised you prosperity and the ability to finally move forward from and forget a decade that was wasted in pain, suffering, violence and death. Now, through the efforts of my Cabinet and all other local government units, we have finally made a firm step into the future of peace and prosperity and for that I would like to give a round of applause to the Cabinet officials and all the local government units in our country. Now you may ask. 'What have they done?' Secretary of Finance Jaime Hernandez reported that our total treasury has reached $1.75 billion which would give enough cushion for our nation in times of national calamity and with this we can now increase the number of public projects in reconstruction and restructuring. Secretary of Commerce and Industry Cornelio Balmaceda reported that both our expenditures and revenue have increased to record levels and that we are now fully self-sufficient in grain, electricity, coal and industry, commercial and military good production. Also, just last month, a new oil refinery and oil well has been completed in the newly-discovered oil reserves in Batangas (Southern Luzon) and with this we hope to be self-sufficient in our oil needs by next year. Secretary of Education Prudencio Langcauon has reported that 20,000 new classrooms have been completed in our first year of this administration and that an additional 800,000 of our children now enjoy a full education. Secretary of Agriculture and Natural Resources Fernando Lopez reported that agricultural exports have grown by 13.2%. Secretary of Labor Primitivo Lovina reports that our unemployment rate has dropped significantly to a mere 2.5% of the working population. All of this is on top of a growth in GDP from a $4.5 billion economy to an $8 billion economy in just 2 years. Finally, our new Secretary of Foreign Affairs Carlos P. Romulo, in his many international trips has managed to sign new alliances and non-aggression pacts with 8 nations in the past year. These are the United States, the United Kingdom, Canada, France, the Netherlands, South Korea, Australia and New Zealand. This may sound like everything went as planned for this year, however, in every story, there's a dilemma. A decision had to made over the lives of a few thousand to the lives of a few million. No one had the right to decide over the life of another but it was with a purpose. The will to stand up for what was right and to do so in defense of a friend was a very noble purpose. It wasn't without cost nor was it without benefit. June 26. A date which many will remember as another foolish attempt by petty and corrupt politicians to show their grudge toward a neighbor whom they do not like. However, to them I say, it is time to open your hearts. Will we let our friends fall as we prosper ourselves into destruction? I do not want to see that day when my nation will turn its back on a friend. That is a fate worse than death. We will be remembered as a nation who held true to their word despite being fully aware of the grave consequences. But nothing is more sweet than to fight with a friend, side by side. 127 have that right to say, 'I fought and died for a dear friend.' 461 others have the right to say that, 'We fought and took a bullet because of a noble purpose, and that is to defend a friend from an aggressive enemy.' Thousands more have the right to say in the words of Roman general Julius Caesar, 'Veni, vidi, vici.' Let us go hand-in-hand into that future which only gives peace and prosperity for all, friend and foe. Let us stand as one nation and finally take our place in history as a proud, brave, honorable, prosperous and respectable race. We are Filipinos! Thank you and good evening."

Since this page is getting full with all the posts and the thread hasn't changed pages yet I will use a couple of short posts to try to get it to the second page. So that this page wouldn't be so long. :wink:
