This one came to me in my sleep last night. How about having (somewhat rare) enatural disasters of varying intensity occur in their natural places, affecting population, infrastructure, etc.
Also, having disaster-relief units and supplies to send either to your own country's disaster, or the disaster area of another country (like a tradeable item), and having that improve relations.
It would give more variety to diplomacy options.

I think this has been disscussed in another thread, try searching for it (Events was the title I think).
The general sentiment was that while it would be interesting, the effects could be difficult to code and no one could agree on what the event (including natural disasters) should be and their effects, typhoons wiping out fleets, very annoying, and the like.
Also it was felt that while it would ne nice it was not as essential as things like AI codeing and the like.
