It sure would be nice to know what my neighbor is researching and constructing, even if the methods used could sever relations.
Espionage is a very real world thing, and people often are killed if caught. I think, like the natural disasters, it would add a bit more spice to the game. Here are some possible ways espionage could affect gameplay:
Training and maintenance could require large amounts of money
Personnel could be assigned varying tasks, such as...
* Observing foreign units, increasing line of site
* Observe research projects
* Observe unit construction
* Steal (all or portions of) technology
* Sabotage construction, research, production
