I think the attack command should be absolute in the way that if given to attack an neutal unit, it would be attacked. There are numerous incidents where one country has attack neutrals without a dow. For example, the german submarine blocades of britain durin the world wars, subsequent Israeli air strikes around the middle east, Iran currently threathning to close strait of hormuz etc. Attacking in this way should have small scale effects of that of nuking another country, making the world hate you and giving casus belli to the attacked. This was the thing that brougth the US into both world wars. Also don't forget the aftermath of the Korean conflict where you have gunboat battles and artillery shellings. This one shot or attack should add aprox 20% casus belli, can't have the koreas relaps into war with every minor skirmish :D

And it is kind of happening anyway... Taking "neutral fire"....

I like the idea of deliberately delivering "neutral fire"! :D

There are some interesting settings in the order.csv file but (in a very quick test) they don't seem to be working...

In same tune as "attack neutrals" it should be allowed to fire missiles on neutrals as well...In the case that the (missile) launching unit is not seen/detected, the identity of the attacker should remain unknown to the victim ...

AIs that really hate eachother could at random, but very seldom lash out and fire one shot/missile. this could then become a nice factor late in game where countris go to war, without human inteference

Don't know about... Somehow I doubt that the AI would intentionally attack neutrals...

I wan't to provoke war with Sweden(played by a friend) as Finland :( to start a war over the Åland Islands and close down Skagerrak

This would also be an inportant feature considering the German subs sinking international shipping and Attack on Pearl Harbour for example :wink:
