Good point. They've had that since SR2020 and I have noticed a speed up in building as the DEFCON rises. Would be nice to actually see the DEFCON number :)

As to the earlier note: The AI doesn't tend to do massive over-building like human players do. In fact, in SRCW, the AI would not build new industrial or military centers at all--hence no development of the Saudi oil fields, for example. So I don't think it breaks the game, at least from the AI viewpoint. As someone noted--this game is about economies. Once you get yours up and running, the rest is easy.
