Is it possible to bind resource stockpiles to buildings?
Like a country would have some basic small limit maybe based on population on how much resources it can have stored
and buildings like lets say consumer goods factory while producing consumer goods would also raise your limit on how much consumer goods
you can store up. The limit would be maybe 7 days of full production.
So if that would be possible buildings like Oil Storage or Military Storage could be added and it would give you a benefit to focus on capturing them
from the enemy.

Not by modding. This would require a massive change to the engine.

Doesn't the AI have some kind of guide on how much stuff he saves up? Like petrolium?
If so cant it be done that hes forced to cancel production when a set amount is met?
And that set amount is number of buildings X set number and after that the production would go to zero.
Same could be done to the player since we can lock out ministers this option wouldn't be unlockable
