When UI switches to 1936/cold war/2020 theme

When certian year is reached or when certain tech is researched?
Currentyly UI can't decide if keep 1936 theme (static UI) or use cold war (hover windows) one.
Edit: researched Assembly tech (50's) and now I'm officially in cold war era
I wonder if 1991 - 2020 has SR 2010 them and after 2020 year you get SR 2020 theme...
