When modding, in one recaching I excluded the wmdata file. The result was that all production and demand was zero, except of oil civilian demand. I found it strange and after some trials I noticed that oil civilian demand was not changing when I changed the corresponding coefficient in wmada file. Is there an explanation of this strange oil behaviour?

Not that I'm aware of. As I recall we change that value between the various era maps and it had an impact.

The issue happens in modern era map. Should I change anything to restore it?
