Buildings with effects

Is it possible to make a building with a bonus effect?
Like making a Engine Factory that wouldn't produce any goods but instead would give you an overall efficiency boost
of 1% for industry or maybe consumer goods aka like a technology.
Or give it the effect of -unit maintence of mechanized and build speed like that one technology.
Since industrial countries like Germany are industrial giants because of how effective they produce things.
Also makes sense since even if a poor African country makes an assembly for ground forces and buys a design for some tank
realistically how many they could put out would be abysmal and the quality would prob be the same.

so, if you build 10 of that the boost is 10*1%=10%???
anyway there are "techs" for that. (but not 10*1 :D)

The % can be adjusted im just asking if its possible.
So your saying just researching a tech should instantly grant you the effects?
Also how many tech for that are there.. 2?
You also think that a country like Gambia can produce goods or lets say tanks at the same rate as Germany?
