How treaties work is hard coded, it cannot be modded.

What a pity. Indeed, It was possibile to modify allies treaties in SR 2010 scenarios. I'm thinking about the initial conditions of the game.
Not about modfications during the game...
For example.
I want to establish an allay treaty between Poland and Russia as a initial conditions of the scenario. And this is not possibile? Why?

Not about modfications during the game...
To set treaties, it can be done in relations overrides or as scripted events. Both should be detailed in the gamepedia (formerly Supremewiki)

it is a pity that nuclear weapons can not be used as a card in negotiations between nations. For example to end militarny conflcts or to force good political or economic arrangements on other countries.
