Pathing issue caspian

there's a port in Baku.

Troops in northern Iran that want to Kuwait go to Baku, embark set sail to Kuwait port (I build there)
and get stuck of course north of Tehran.

There's only a land connection. They shouldn't embark at all.

I seen Russians getting stuck on the Wolga with at least 1000 units thus weakening their western front so much
they even lost a war once versus Bulgaria!

does it matter? I seen units running stuck there on other maps as well.

Also I seen units running stuck moving from Africa to Europe as well.
And in South-East Asia.
Or when units from Sweden move to Thailand they try through Russian rivers..


So I thought might be some general pathing issue?
